The Deen Dayal Swasthya Seva Yojana (DDSSY) is a flagship health insurance scheme launched by the Government of Goa on May 30, 2016, aimed at providing universal health coverage to the entire resident population of Goa. Under this scheme, families residing in Goa for five years or more are eligible to receive cashless medical services covering hospitalization, surgeries, and treatments at both government and empanelled private hospitals.

Coverage Limit:
- Families with three or fewer members receive insurance coverage up to ₹2,50,000 per annum.
- Families with four or more members receive coverage up to ₹4,00,000 per annum.
- Claims cannot exceed the annual limit of ₹4,00,000.
Cashless Treatment: Beneficiaries can avail of treatment without upfront payment, up to their coverage limits.
Coverage Scope: The scheme covers 447 types of medical procedures ranging from hospitalization, surgeries, and specialized treatments.
Flexible Benefits: Each family member can utilize the cover individually or collectively. Individuals may also opt to purchase additional coverage at their own expense without impacting the government’s provision.
Exclusions: Employees of the Central or State Government who are already covered under government medical reimbursement plans are not eligible for DDSSY.

Application Process in Goa

Applicants register online via the Goa government services portal (goaonline.gov.in).
They must provide essential details about the family and upload the necessary documents, including residence proof covering at least 5 continuous years.
Fees are charged as Rs. 200 for families with three or fewer members and Rs. 300 for families with four or more members, with a 50% concession for SC/ST, OBC non-creamy layer, and differently-abled persons.
After submission, applications are verified by the concerned offices. Approved applicants receive a DDSSY health card which they must collect within 30 days from the selected office.
Panchayats help residents by providing assistance with document verification, facilitating online registration, and guiding applicants, especially in rural and semi-urban areas.
